Most pool repairs start with the same sentence: the water level keeps dropping.
Sometimes that is evaporation, which in a Dubai summer is significant. Often it is not. The difference matters, because topping up a leaking pool costs money quietly for years and the leak keeps working on the shell the whole time.

Find the cause first. Repairing the symptom is how a pool gets repaired twice.
A crack in the shell may be a crack, or it may be the visible result of ground movement that will simply reopen it. A drop in water level may be the shell, the pipework, a fitting or the coping joint. Cloudy water may be filtration, circulation, chemistry or all three.
So the sequence is investigation, then diagnosis, then repair. That usually means a bucket test to separate evaporation from leakage, pressure testing the pipework to isolate whether the loss is in the lines, and dye testing at suspected points once the pool is at the level where the loss stops. Once the cause is known, the repair itself is usually straightforward.
For repair work within the existing pool, usually not much.
Leak repair, crack treatment, plant replacement and localised tiling normally do not require a building permit, since nothing about the pool's size, depth or position is changing.
In villa communities a developer or community NOC is still commonly required before contractors begin, and access, working hours and waste removal are controlled as they would be for any trade. Where a repair turns out to involve significant structural remediation, the position changes and should be reassessed.

Leak detection is typically a matter of days rather than weeks, since the tests need time to show a measurable difference. Plant replacement is usually quick once parts are available. Structural repair is the long item, because repair materials need curing and the pool needs testing before refilling.
Where a pool is drained for repair, it should not be left empty longer than necessary, particularly in summer, since an empty shell is exposed to heat and, in some ground conditions, hydrostatic pressure from below.
Ask for investigation and repair to be quoted as separate stages. A contractor who quotes a fixed repair price before knowing where the leak is has guessed.
