A pool renovation works from the inside out: shell first, then waterproofing, then finish, then the surround.
The pool is drained and stripped back so the shell can be assessed properly. Cracks, spalling and any structural movement are dealt with at that point, because everything applied afterwards depends on a sound substrate. Waterproofing goes on next and is tested. Then the finish, whether that is tiling, pebble or plaster. Coping and the waterline detail follow. Plant and lighting are usually replaced or overhauled while the pool is empty, since access is never easier.
The deck is often treated as a separate job, and it should not be. The surround shares drainage and waterproofing detail with the pool edge, so doing one without the other tends to mean revisiting the joint later.
For refurbishing an existing pool, usually light. For changing its size or building a new one, considerably more.
Resurfacing, retiling, replacing plant and renovating the deck within the existing footprint normally sits at the lighter end, though a developer or community NOC is commonly required before contractors start work in villa communities, and access and working hours are controlled the same way as any other trade.
Changing the pool's size, depth or position, or constructing a new pool, is a different matter. That involves structure, drainage and often plot coverage, and goes through the building permit route with Dubai Municipality, or Trakhees where the property sits in its jurisdiction.
Shell condition and finish choice drive the number. Plant and deck are separate decisions:

Repairs cure, waterproofing cures and is then tested by filling, tiling follows, grout cures, and the pool is filled and the chemistry balanced before use. Each of these is a fixed period.
Season matters. Working on an empty pool through peak summer affects material application and how much can be done in a day, so the shoulder months are generally the better window where there is a choice.
Ask for waterproofing and its test to appear as their own lines. If they are folded into a finish price with no detail, you cannot tell whether they are included at all.
