MEP is the part of a renovation nobody sees and everybody notices when it goes wrong.

A distribution board that cannot carry a new kitchen. An AC diffuser blowing onto a bed. A shower with no pressure. Drainage that will not fall to the stack. All of it is decided at first fix, and all of it is expensive to correct once the walls are closed.

What MEP Works Involve

MEP stands for mechanical, electrical and plumbing, which covers every service that runs through a building rather than the surfaces you see.

Mechanical is cooling and ventilation. Electrical is power, lighting and containment. Plumbing is water supply, drainage and hot water. On any renovation these three have to be coordinated with each other and with the ceiling, because they all compete for the same space above it.

MEP happens in two stages. First fix is everything inside the walls, floors and ceiling void, installed before those surfaces close. Second fix is everything visible: sockets, switches, light fittings, diffusers, taps and sanitaryware, installed at the end.

The gap between the two is where the work is either right or already wrong.

Project Types

Types of MEP Work

MEP within a renovation
Services modified to suit a new layout: circuits added, a diffuser moved, drainage rerouted for a relocated bathroom. Part of a wider project rather than a package on its own.
Full MEP replacement
Complete rewiring, new distribution board, new pipework and new AC. Usually driven by age or by a load the existing installation cannot carry. Involves stripping walls and ceilings back.
MEP for a fit out
Distribution designed and installed from scratch in a shell space, or redistributed across a new partition layout in a Cat A office. The largest single package on most fit out projects.
Standalone upgrades
A DB board upgrade, a water heater replacement, additional circuits for new appliances, or ducting altered after a ceiling change. Taken as its own package without a wider renovation.
Technical

Load, Air Conditioning, Plumbing and Pressure

Electrical load and distribution boards
Older Dubai properties were wired for the loads of their time, and modern homes ask for more. An induction hob, a large oven, a dishwasher, additional AC, a pool pump and an EV charger together draw far more than a board installed fifteen years ago was designed to carry. Adding circuits to a board with no spare ways is not a matter of finding room — it is a load calculation, and it belongs at survey stage.

Worth settling before walls close: RCD protection for wet areas, dedicated circuits for high-load appliances, socket count against real use, lighting circuits split for more than one setting, containment for data and TV, and spare ways in the board.
Air conditioning in Dubai properties
What you can change depends on the system.

Split systems: one condenser, one indoor unit — the most flexible to modify or replace.
Ducted systems: a concealed unit feeding several rooms — diffuser positions and duct runs can change within reason.
Central chilled water: very common in Dubai towers — the system belongs to the building, not you. Only the fan coil, ducting and diffusers inside your unit can be modified, usually with building approval.

A false ceiling change means rethinking the diffuser layout, and a new enclosed room needs its own supply and a return air path.
Plumbing, drainage and water pressure
Drainage sets what is possible. Pressure sets what is comfortable.

Waste needs continuous fall to reach the stack, which is why a bathroom or kitchen can only move so far. Supply is more flexible, but pressure is not guaranteed: rain showers and body jets need pressure to work as intended, and where the incoming supply cannot provide it, a booster pump is the answer — decided before the fittings are ordered.

Hot water capacity should be checked against the number of outlets being added, since a heater sized for one bathroom will not comfortably serve three.
Approvals

Do You Need Approval for MEP Works in Dubai?

For anything beyond a like-for-like replacement, usually yes.

DEWA issues electricity and water building NOCs to enrolled contractors and consultants where the permit requires them. That enrolment matters: the application is made by the contractor or consultant, not by the property owner, so the contractor has to hold the right registration.

Beyond DEWA, the route depends on the property. Apartment MEP work normally needs building management approval, and a modification permit may apply through DDA, Trakhees, Dubai Municipality or a free zone authority depending on the address. Villa MEP work follows the wider renovation approval route.

Where fire detection or sprinklers are affected, Dubai Civil Defence approval applies, and handover depends on it.

How Much Do MEP Works Cost in Dubai?

MEP is usually the largest single package on a renovation or fit out. What moves the number:

Not a per-square-foot estimate from a website — a written BOQ after a site visit, showing quantities, materials, exclusions and payment milestones.
Usually excluded from cheap quotes
Approvals and drawings, protection of retained finishes, MEP upgrades, waste removal, snagging after handover, and anything described as "subject to site condition".
Timeline

How Long Do MEP Works Take?

First fix is quick. Approvals and coordination are not.

The installation itself moves fast once the walls are open and the route is agreed. What sets the programme is the drawing coordination beforehand and, where DEWA or Civil Defence submissions apply, their turnaround.

Testing cannot be compressed. Pressure testing on pipework and insulation resistance testing on circuits happen before anything is covered, and a failure at that point means opening up again.

Mistakes That Cost Money

Ordering appliances before checking the board. Load calculation takes minutes at survey. A board upgrade discovered at second fix does not.
Assuming the AC can be changed. In a chilled water building the system belongs to the tower. Only the fan coil, ducting and diffusers are yours, and even those usually need approval.
Enclosing a room with no return air path. Supply without return does not cool. Correcting it means opening the ceiling again.
Specifying a rain shower without testing pressure. The fitting arrives, the shower disappoints, and a pump becomes a variation.
Leaving making good out of the quote. Chasing walls is the easy half. Repairing them is the half that gets left out.
Skipping pressure testing. A joint that leaks behind a tiled wall is found the expensive way.

MEP FAQs

What does MEP stand for?

Mechanical, electrical and plumbing. It covers cooling and ventilation, power and lighting, and water supply, hot water and drainage. On a renovation, MEP is everything inside the walls, floors and ceiling void.
Do I need to rewire my property?

Not always. It depends on the age and condition of the existing installation and on what you are adding. A property being fitted with a modern kitchen, additional AC and an EV charger often needs at least a board upgrade, which is confirmed by load calculation at survey.
Can I change the air conditioning in my apartment?

Drainage decides it. Waste needs continuous fall to the stack, so the distance depends on where the stack sits and how much depth the floor allows. In apartments the structural slab usually cannot be chased, which limits it further.
